Contribution to statutory targets
Developing early home learning services will help local authorities meet the statutory targets relating to the Early Years Outcomes duty, underpinned by the five Every Child Matters outcomes, which states that local authorities, working with their NHS and JCP partners, should "have in place arrangements to support parents, fathers as well as mothers, as partners in their child's early learning".
Programmes that support parents in their role as the child's first educator can also contribute to the PSA Delivery Agreements 10 and 11 and associated indicators:
